following the world-changing rise of the national movement

in the colonial and semi-colonial countries; the growing

menace of war in the Pacific, which threatens the safety of

the entire world; the pressing economic problems of the working

class in this sphere, which are more sharply acute than any-

where else in the world; and the absence hitherto of any

organised relationship between the organised workers of the

lands so affected, - all combine to make the proposed (ongress

of the very utmost importance to the whole working class.

Therefore, in the name of the Commonwealth Trade Union

Congress of Australia and of the All-China Labour Federation,

we invite you to send your delegates to the above-described

Congress, at time and place mentioned - Canton, China, May 1

1927. The number of delegates must be left to the discretion

and resources of the participating organisations, the basis of

representation to be decided by the Congress itself as the

conditions of attendance may require.

We hope and trust that you will every effort to be

properly represented at this Congress, which will be faced with

the task of solving some of the most vital problems of the

working class of the Pacific countries and of the world.
